Under this form of government, the City Council establishes policies supporting the City’s mission statement and strategic plan. The City Manager then manages City Departments and staff to implement those goals in the most efficient manner. The City Manager is appointed by the City Council based on individual merits, expertise, and experience. Community Development

Community Development builds partnerships with community residents, businesses and developers to provide housing programs, promote quality planning and development and encourage investment and renewal that guides the future of our City and creates a first class, livable community for all. City Clerk

The City of Beloit Clerk’s office is a dependable resource for information and services provided by the City of Beloit and various other organizations. This office organizes and administers all elections, voter registration (new resident may need to register) and provides support to the City Council, issues a variety of licenses and responds to open records requests. Economic Development

The City of Beloit’s Economic Development Department provides assistance in site selection searches it also provides economic data and statistics, relocation and expansion assistance for new or existing businesses. Parks and Leisure Services

Police

Fire

Housing Authority

Human Resources

The Human Resources Division coordinates numerous programs and policies that effect the employees of the City of Beloit. HR recruits, screens, tests (when required), interviews, conduct new employee orientations, promote interdepartmental relations through meetings, seminars and training programs, negotiate and administer labor contracts, develop and maintain the Affirmative Action Plan and assures equal employment opportunities to all applicants and employees. Municipal Court

The Municipal Court receives and receipts all monies for citations and parking tickets written by various Departments for the City of Beloit.
