City of Beloit Government Structure

The City of Beloit has a Council/ Manager form of local government. Under this form of government, the City Council establishes policies supporting the City’s mission statement and strategic plan. The City Manager then manages City Departments and staff to implement those goals in the most efficient manner. The City Manager is appointed by the City Council based on individual merits, expertise, and experience.
